Lowes Creek zone substation
Endeavour Energy propose to construct a new zone substation and install and operate a new underground transmission feeder running between the new substation and the Orana Park and Bringelly Zone Substations
Overview
Endeavour Energy propose to construct a new 132/11 Kilovolt Zone Substation and install and operate a new 132 kV underground transmission feeder running between the new substation and the Orana Park and Bringelly Zone Substations.

The need
The Oran Park Zone Substation is currently supplying the area however is reaching its capacity to accommodate growing residential development. Without additional infrastructure, this could lead to power shortages and prevent new customers from connecting to the network. To meet future demand, the project would support new developments, particularly in the Maryland precinct, where significant electricity capacity will be needed by 2034.
The area, part of Sydney’s Southwest Priority Growth Area, is expected to see around 40,000 new homes by 2050, along with schools, shops, and businesses.

The location
The project is located in the Camden City local government area (LGA) within the suburbs of Oran Park and Bringelly, in Western Sydney. The location is approximately seven kilometres (km) north of the City of Camden central business district.
The study area includes land within the future Maryland Precinct within Lot 99 DP 1302677 and The Northern Road corridor, which is a State Road between Maryland Link Roads 2 and 3. From the new substation, the proposed feeders would be underbored to the eastern side of The Northern Road and would then run north to the Bringelly Zone Station and south to the Orana Park Zone Substation within The Northern Road corridor.
Review of environmental factorsÂ
As the Authorised Network Operator and proponent for this proposal, Endeavour Energy will undertake an assessment of the project in consideration of all environmental, technical, financial and community impacts. Under the NSW Environmental Planning and Assessment Act 1979 (EP&A Act), Endeavor Energy is the determining authority of the proposal.
In accordance with Part 5 of the EP&A Act, Endeavour Energy has prepared a draft Review of Environmental Factors (REF) which outlines:
- the proposal description and justification (including benefits and objectives)
- an overview of the relevant legislative framework
- consultation completed during the assessment phase
- consideration of alternatives
- the environmental impact assessment and mitigation measures to be applied during construction and operation of the proposal.
Community correspondence
Stakeholder input and feedback is an important part of the environmental impact assessment process. Stakeholders and landowners located nearby to the proposal will be notified of construction works. Any planned electricity outages will be notified to impacted customers and kept to a minimum and be as short as possible to safely facilitate the development.
We welcome your feedback on our plans by 04/05/2026
