Network pricing

 

Endeavour Energy's prices for the use of its electrical network and certain miscellaneous fees are regulated by the Australian Energy Regulator (AER) and are set in accordance with the National Electricity Rules and the AER's 2009 distribution network determination.

 

Network Pricing Proposal

Endeavour Energy's Network Pricing Proposal sets out the prices required to fund the capital and operating investment programs approved by the AER in the 2009 distribution network determination to ensure a safe and reliable network over the 2009 to 2014 regulatory control period. The Network Pricing Proposal provides stakeholders with an understanding of Endeavour Energy's network tariffs, including the impact of price changes and proposed reforms on customers' network bills while providing an understanding of Endeavour Energy's network tariff strategy and expected price trends. It also explains how the the proposed tariffs comply with the regulatory price controls and pricing principles in accordance with the National Electricity Rules and the 2009 distribution network determination.

Network Price List

The Network Price List provides a description of network tariffs, the basis for the calculation of network tariffs and information on miscellaneous fees and charges. The Network Price List forms part of the connection contract and complies with the National Electricity Rules, the AER's 2009 distribution network determination and the NSW Electricity Supply Act.

 

Endeavour Energy's 2012/13 Network Price List has been prepared in accordance with AER approved prices.

Statement of Expected Price Trends

The Statement of Expected Price Trends provides an indication of how Endeavour Energy expects network tariffs to change over the 2009 to 2014 regulatory control period and the reasons for the expected changes.

Negotiating Framework and charges for non contestable work

The AER is required to approve, as part of the 2009 distribution network determination, a negotiating framework to apply to Endeavour Energy for the 2009 to 2014 regulatory control period. Endeavour Energy's negotiating framework was provided to the AER in Appendix H of Endeavour Energy's regulatory proposal and was approved by the AER in the 2009 distribution network determination.

Public consultation

Endeavour Energy undertakes public consultation on proposed new network tariffs and network tariff structures. Endeavour Energy encourages anyone who has an interest in these matters to place their names and contact details on Endeavour Energy’s Register of Interested Persons. This will ensure you receive a copy of any public consultation report on proposed network tariff reforms.

Distribution Loss Factors

The Distribution Loss Factor (DLF) is used by a retail supplier to increase the customer's metered energy amount to account for electrical losses in the distribution system. The AER requires that electricity distributors calculate DLFs for their network. The following report nominates the DLFs for Endeavour Energy’s electrical distribution network for the current financial year.

Cost Allocation Method
This document outlines Endeavour Energy's current cost allocation methodology. This cost allocation methodology:

 

  • Is consistent with the Accounting Separation Code for Electricity Distributors in NSW;
  • Has an underlying recognisable and rational economic basis;
  • Results in financial information which satisfies the concepts of relevance and reliability, thereby ensuring that the substance of the underlying transactions and events is reported.

 

Allocating costs from Endeavour Energy's various business units to the following categories was central to the regulatory proposal:

 

  • Direct control standard control services (prescribed distribution services);
  • Direct control alternative control service (public lighting excluded service);
  • Unregulated distribution service (metering types 1 to 4);
  • Unregulated distribution services (other excluded services);
  • Unregulated distribution services other;
  • Regulated retail; and
  • Other retail.

 

Endeavour Energy's cost allocation method was approved by the AER as part of the 2009 distribution network determination process.
